As we learn (once more) Standards, depending on their handling, are also o good way to make money and to control markets.
Every shipment needs to be inspected, every inspection has to be paid, even if the product has a Ligting Global certification.
Yes.. just like in Uganda, Kenya, Tanzania.. and a few other regions..
By the way, such inspection doesn't stop substandard products from being shipped to the markets..
Lots of small letters in what responsibility scope the inspection companies assume..
Double and triple punishment for those who fight for standards and quality ......
Just make a fancy, colorful and cheap product, do not care for quality and everything is just great.

But Gold FM isn't exactly a big media player here, and I couldn't find anything about it from the big guys (Joy, Citi, Peace, Graphic), so take this with a grain of salt.

Yes, the original aim is good from the government. But, it bring much extra problem for the business in fact. For example, add the cost of exporting, more long time delivery time.
The key is there are still may low quality products can into the market. Don't know how they into under such policy.
Good suppliers will follow up such policy, but it will add the total cost of business, then add the product cost.
